POSITION OVERVIEW

The Child Welfare Director is accountable for oversight of all Foster Care, Licensing, Adoption, Family Preservation and Youth Services Departments.  The Child Welfare Director will have an understanding of the rules and regulations related to Child Welfare and the Michigan Department of Health and Human Services (MDHHS).  This individual will ensure Adoption Option Inc. Child Welfare Organization (AOICWO) is in compliance with all policies and procedures as required by contract for each individual program.  This individual will also demonstrate initiative and be proactive in keeping abreast of the industry to assist in any future strategic planning to ensure the success of the agency.

This position reports directly to and is under the general supervision of the President/CEO of Adoption Option Inc. Child Welfare Organization (AOICWO)


Child Welfare Director Responsibilities

  • Provides leadership and supervision to the supervisory staff overseeing the individual Child Welfare programs as well as guidance to the organization’s management team.

  • Developing and administering plans, policies and procedures for effective operations and timely outcomes based on AOICWO’s strategic plan and commitments in a manner that optimum results are achieved in alignment with the resources of the agency.

  • Keeping abreast of and responding to changes in client needs, the child welfare industry, and/or other requirements that have the potential to impact the agency’s success in the community, its relationship with other service providers and its collaboration with MDHHS and others.

  • Assisting with development of, as well as tracking, monitoring and implementing, agency-wide goals and objectives that are established annually such as departmental budget, key performance indicators with regards to MDHHS, program outcomes and all standard operating procedures to achieve efficiently, quality outputs and consistently high performance.

  • Will maintain open communication with staff, act as liaison with administration, and work together with other departments to further promote the success of the agency.

  • Developing and implementing quality assurance processes to assure our delivery of services meets and consistently exceeds the relevant contract and licensing standards  while delivering the outcomes required.

  • Will maintain oversight in coordination with department supervisor to foster continuously improving staff training, development, growth, retention and succession planning to ensure goals and outcomes are achieved in line with the mission of AOICWO.

  • Apprise the CEO of all special events, relevant trends, material external and internal changes that could impact previously established organizational goals and plans of the agency.

  • Will accept assignments related to the Organization's mission and welfare, and other duties as assigned.

  • Willingness to flex schedule according to the needs of the agency and model a whatever-it-takes work ethic.


Child Welfare Director Skills

  • Is proficient in knowledge and efficacy as it relates to MDHHS child welfare information system, i.e. MiSACWIS and CCWIS (Comprehensive Child Welfare Information System).

  • Excellent written and verbal communication/presentation skills.

  • Excellent assessment skills.

  • Assure compliance with all relevant local, state and federal laws, rules, and regulations, as well as all MDHHS policies and procedures.

  • Ability to meet all annual financial objectives, including operating budgets, capital expenditures and maintaining official records.

  • Ability to develop and maintain positive and collaborative relationship with County Directors and other MDHHS personnel of all counties for which AOICWO provides services, and as well as attend meetings that help to promote the agency and foster positive work relationships.

  • Ability to provide and ensure back-up support to the different Child Welfare departments as needed.

  • Ability to work with HR, Fund Development, Accounting and Finance to promote the needs of the agency in achieving optimum results, and establishing and maintaining the business organization and structure to efficiently conduct the management functions of AOICWO and to meet contract compliance.

  • Ability to assist with submission of grant applications or bids in response to requests for proposals seeking child welfare services.

  • Total compatibility with a leadership model that demands the highest levels of collaboration, cooperation, communication, participation, trust, respect, and mutual accountability.


Requirements

Education (Either is Accepted)

  • Bachelor’s degree from an accredited college or university in a Human Behavioral Science area such as human services, social work, sociology, psychology, family ecology, consumer/ community services, family studies, and/or child development, guidance/school counseling, counseling psychology, or criminal justice.

  • Master’s degree from an accredited college or university in a Human Behavioral Science area as stated above (preferred).

Experience (Either is Accepted)

  • Bachelor’s degree with a minimum of 10 (preferably 12 or more) years of experience in a human services or child welfare organization and a minimum of 5 years previous supervisory experience.

  • Master’s degree with a minimum of 9 (preferably 12 or more) years of experience in a human services or child welfare organization and a minimum of 5 years previous supervisory experience.

Other Requirements

  • Prior experience with Microsoft Office or other processing applications/programs.

  • Ability to manage and engage with a variety of clientele.

  • Satisfactory verification of criminal/abuse checks.

  • Satisfactory verification of sex offender registry check.

  • Valid unrestricted driver’s license and proof of insurance.

  • Reliable transportation.

A Child Reached Is A Child Saved…
Adoption Option Inc. a Michigan non-profit corporation and is licensed by the State of Michigan as a child-placing agency to provide a variety of adoption and other services. It has been designated as a 501(c)(3) tax-exempt organization by the Internal Revenue Service.

Adoption Option Inc. was initially founded to provide adoption services, help children in the foster care system and to share free information about adoption and foster care. Since inception we have provided home studies for many types of Michigan families. We have provided services to families adopting domestically, both to children located inside and outside the State of Michigan. Later we began offering foster licensing and foster care services.

In 2012 we began offering services to help families with children in foster care, work to improve their parenting skills so that their children could be returned to them. In 2013 we began offering evidence-based parent education services. Each year the amount of family preservation services we provide has continued to grow.
